DOS Final Rule Clarifying Passport Regulations Regarding Applicants with Seriously Delinquent Tax Debt

DOS final rule making a clarification to the regulations on passports regarding situations in which a passport applicant is certified by the Secretary of the Treasury as having a seriously delinquent tax debt. The rule clarifies that in such situations, DOS may issue a limited validity passport for direct return to the United States or when emergency circumstances or humanitarian reasons exist.
