CBP Issues Memo and Muster Providing Enforcement Guidelines for Phase 1 and 2 of the Western Hemisphere Travel Initiative (WHTI)

CBP released a redacted memo and muster providing updated enforcement guidelines concerning the Western Hemisphere Travel Initiative (WHTI). The guidance in this memo supersedes the one provided in the 12/21/06 memo.
