DOL notice of proposed rulemaking (NPRM) establishing a system of discretionary secretarial review of BALCA cases and making changes to DOL regulations governing the timing and finality of decisions of BALCA and the Administrative Review Board. Comments are due 4/6/20. The NPRM is a companion to the direct final rule published at 85 FR 13024 with identical changes to the regulatory text. If DOL receives significant adverse comments in response to the direct final rule, this NPRM will provide the procedural framework to finalize the rule. (85 FR 13086, 3/6/20)
