Executive Order on Addressing Actions of South Africa
On 2/7/25, President Trump issued Executive Order (EO) 14204, “Addressing Egregious Actions of the Republic of South Africa,” stating that it is U.S. policy to not provide aid or assistance to South Africa and to promote the resettlement of Afrikaner refugees escaping government-sponsored race-based discrimination, including racially discriminatory property confiscation, as long as South Africa continues certain “unjust and immoral practices.” The EO directs the DOS Secretary and the DHS Secretary to take appropriate steps to prioritize humanitarian relief, including admission and resettlement through the United States Refugee Admissions Program (USRAP), for Afrikaners in South Africa who are “victims of unjust racial discrimination.” (90 FR 9497, 2/12/25)
Of note, following the issuance of the 1/20/25 EO14163, “Realigning the United States Refugee Admissions Program,” the U.S. government has suspended refugee-application processing under the USRAP, except on a case-by-case basis.
