ICE Detention Operations Manual (2000)
The ICE Detention Operations Manual, issued in September 2000, provided standards to facilitate consistent conditions of confinement, access to legal representation, and safe and secure operations across the immigration detention system.
In September 2008, the standards were redrafted and released as the 2008 Performance Based National Detention Standards.
