ICE ERO's July 2017 Detention Facility List

The Detention Watch Network (DWN) obtained a July 2017 ICE ERO detention facilities matrix through FOIA litigation in partnership with the Center for Constitutional Rights (CCR). Document includes a list of facilities, information about contracts, inspections, and more.

Big takeaways:

  • Casts doubt on ICE's claims that its cost per detention bed are increasing. In addition to asking for more detention beds, ICE is trying to get more money by saying that their costs per bed are increasing. We are extremely suspicious of this claim given that 1) ICE has announced plans to significantly decrease detention standards in the majority of detention facilities, and 2) the spreadsheet shows a large number of IGSA detention contracts that have been created or reactivated this year (highlighted in green in Column B). with super low per diems, including some as low as $30 per day.
  • Points to a worrying increase in the combination of 287(g) agreements and IGSA detention contracts, which is concerning because of the perverse financial incentives created by their combination. Since 287(g) agreements give local law enforcement control over who enters the immigration enforcement pipeline, and since that same law enforcement entity stands to make money per person per day through the detention contract, the combination of these two programs essentially incentivizes large scale racial profiling in order to make the detention contract as profitable as possible.
  • Affirms continued concerns about ICE contracting practices--including that almost 80% of contracts don't have a an end date; and
  • Suggests that ICE is unconcerned with Congressional oversight since ICE appears to be ignoring or exploiting loopholes for Congressional requirements around detention standards and detention facility inspections.
