USCIS Policy Manual guidance relating to changes to dates of birth (DOB) and names on certificates of citizenship, stating that USCIS will issue an initial, or replacement, Certificate of Citizenship with a new name or DOB if a U.S. state court order recognizes the new name or DOB.
