USCIS Policy Memo on Role of RFEs and NOIDS

USCIS 6/3/13 policy memo clarifying the role of RFEs and NOIDs in the adjudication of petitions, applications, and other requests and revising Chapter 10.5(a) in the AFM. This memo is in response to an OIG report that raised issues concerning the proper use of RFEs in adjudications.
