Following Nasrallah v. Barr, a circuit split has developed over whether the courts of appeals have jurisdiction to review denials of relief in withholding-only proceedings, on the theory that the denial of an application for withholding is not a removal order that can be reviewed under INA §242(a). The panel will discuss the issues involved and the state of law as it is currently developing.
