The Biden Administration began implementing the Keeping Families Together parole in place (PIP) program to promote family unity on August 19, 2024. By August 21, USCIS had granted parole applications. On August 23, however, Texas, other states, and Stephen Miller’s America First Legal filed a lawsuit challenging the program which resulted in a court order halting any further approvals. John Gihon (DL), AILA ICE Liaison Committee Chair, Altamonte Springs, FL
John Gihon is a partner with Lasnetski Gihon Law in Orlando, Florida. He is Board Certified by the Florida Bar in Immigration and Nationality Law. John is the current chair of AILA’s ICE Liaison Committee, past chair of the Florida Bar Board Certification Committee for Immigration and Nationality Law and a two-term past Chapter Chair for the AILA Central Florida Chapter. John was previously a Senior Attorney with the U.S. Immigration and Customs Enforcement.
Kelli J. Stump, AILA President, Oklahoma City, OK
Kelli J. Stump is the owner and principal attorney at Stump Law in Oklahoma City, OK. She has nearly 20 years of experience in a practice limited primarily to immigration law. As a member of AILA, she is currently the President of the National Executive Committee. She was the 2019 Annual Conference Chair, an elected director on AILA’s Board of Governors, and she is a Past Chair of the Texas/Oklahoma/New Mexico Chapter.
She has also served as chair of the EOIR and ICE committees, and she has served as member of many National AILA Liaison committees including several conference planning committees, the Membership Committee, and the Publications Committee. Ms. Stump has also been recognized by her peers in Best Lawyers as 2023 Lawyer of the Year for Immigration Law in Oklahoma City, OK. She has authored several articles on immigration law, and she has served as an editor for several AILA annual conference handbooks and fundamentals books. Ms. Stump is a magna cum laude graduate of Oklahoma City University School of Law where she also currently serves as a board member of the Alumni Association.
Gregory Z. Chen, AILA Senior Director, Government Relations, Washington, D.C.
Gregory Z. Chen is the Senior Director of Government Relations for the American Immigration Lawyers Association where he has overseen AILA’s strategy and engagement on immigration advocacy and policy since 2010. Prior to joining AILA, Greg worked on international human rights and U.S. immigration policy for Lutheran Immigration and Refugee Service and the U.S. Committee for Refugees and Immigrants. Greg has also worked in the civil rights on behalf of the Asian and Pacific Islander American communities in Boston and San Francisco. He is a graduate of Harvard College and NYU Law School and clerked for the Honorable Stephen Reinhardt of the 9th Circuit U.S. Court of Appeals.
Sharvari “Shev” Dalal-Dheini, AILA Senior Director of Government Relations, Washington, D.C.
Sharvari (Shev) Dalal-Dheini is a Senior Director of Government Relations for AILA., where she directs the association’s administrative and congressional advocacy efforts with a focus on employment-based immigration, immigration benefits, and the legal immigration system. She previously worked for USCIS where she coordinated legal review of various policy and regulatory initiatives and providing expert advice on employment-based immigration matters. She received her JD/MA from American University and her B.A. from University of Richmond.
