AILA and the Council Submit Comments Opposing Changes to USCIS Policy Manual Involving Application of Discretion

On August 13, 2020, AILA and the Council submitted comments opposing changes to the USCIS Policy Manual related to the application of discretion in USCIS adjudications, arguing that the changes are material and substantive modifications of long-standing adjudication practices, and beyond the statutory and regulatory authority of USCIS.
