AILA Section-by-Section Analysis of Immigration in the National Interest Act
AILA provides a section-by-section analysis of the Immigration in the National Interest Act of 2017 (H.R. 3775), introduced on 9/14/17 by Congressman Lamar Smith (R-TX) as the House companion bill to the RAISE Act (S. 1720). Although this bill is nearly identical to the RAISE Act, among the key differences to the points-based system proposed is that the Immigration in the National Interest Act requires at least 20 points to be eligible to submit an application in the eligible applicant pool instead of 30 points under the RAISE Act; removes “extraordinary achievement” as a basis for accruing points; removes the effect of a spouse on the accrual of points; and creates an immigrant visa category for immigrants who invest in a new commercial enterprise which is separate from the points-based system.
